South Western City Schools (SWCS) will have a No-New-Millage bond issue on the November 2026 ballot that will NOT increase taxes, but will unlock nearly $113 Million from the State of Ohio.
This will fund the replacement of the district’s two oldest high schools – Grove City and Westland – and allow for targeted facilities enhancements at Franklin Heights and Central Crossing High Schools.
Failing electrical systems, inefficient HVAC, and aging windows, roofing, and plumbing now require more than $70 million in repairs – and costs continue to rise.
If voters do not approve the bond issue, the State’s funding will go to another school district for their new schools.
State requirements ensure SWCS sets aside maintenance funding for future building repairs to protect the community's investment in the new schools.
The improvements to Franklin Heights and Central Crossing include updates and additions to athletic fields and extracurricular spaces.
The new schools will provide updated technology, improved safety and security, and the modern learning environments today’s students need to be successful.

Including career tech spaces to allow more students to pursue credentialing programs at their home schools while also reducing wait lists at the SWCS Career Academy.
The existing schools will stay open until the new buildings are ready to move into.
